O P E R A T I O N A L D E S I G N
PURPOSE
Presumably, Congress would pass the NATIONAL HEALTH Initiative Act of 2020, and the President would approve the Act to charter the new semi-autonomous institution. The Charter to establish NATIONAL HEALTH would define its initial visioning statement and action plan. The action plan would define 1) a temporary process to plan the initial Meeting of the NATIONAL HEALTH Board of Trustees within 6 months and 2) the selection process for its initial membership.
This operational statement recognizes the Derivative Concept as the basis for the governance of NATIONAL HEALTH and its delegation of authority and accountability for the tasks required by the institution’s visioning statement. The Derivative Concept recognizes the Board of Trustees as having the ultimate authority and accountability for the global institutional tasks of NATIONAL HEALTH.
This policy’s operational statement defines the process for assigning certain tasks by the Board of Trustees to the Regional Councils and their governing Members. The Board of Trustees would also grant authority and accountability to the Regional Councils for their District Coalitions and their governing Members, especially the tasks for certifying and supporting the Community HEALTH Forums and their collaborating Advocates. Finally, the employed Associates of NATIONAL HEALTH may be given limited authority and accountability for certain specific tasks. Throughout its existence, the Board of Trustees retains for itself any remaining authority and accountability.
As a means to implement the Derivative Concept of governance, this operational statement establishes the format for defining the delegation of authority and accountability within NATIONAL HEALTH and, just as importantly, its decentralized subsidiarity character. The structure and contents of this operational statement are intended to ensure that the delegation of authority and accountability is consistent with the NATIONAL HEALTH Initiative’s Charter as well as any other applicable Federal, State, or local statute.
GLOBAL INSTITUTIONAL TASKS
I. ORGANIZE SYSTEMS
A. Maintain a glossary for HEALTH as the basis for communication by and about the affairs of NATIONAL HEALTH
B. Describe the Policies and any related Procedures for the operational statements of NATIONAL HEALTH with a standardized format
II. PURSUE V I S I O N
A. Establish the initial Authority and Accountabilities for any operational statement during a Regular Meeting of the NATIONAL HEALTH Board of Trustees
B. Maintain an annually revised operational statement for the Strategic Projects Plan of NATIONAL HEALTH
III. BUILD COMMUNITY
A. Maintain a directory for all operational statements including the specific authority for their approval, accountable and affected positions, and provisions for their revision or termination
B. Preserve the human capital assets that accrue from the annual Career Achievement Plan commitment by each Member, Associate, and Advocate of NATIONAL HEALTH
IV. MANAGE RESOURCES
A. Maintain an Integrated Financial Plan for the affairs of NATIONAL HEALTH and its Strategic Projects Plan
B. Maintain a Risk Management Plan for the prevention and mitigation of reasonably anticipated operational conditions that could suddenly disrupt the implementation of the Strategic Projects Plan
V. DEVELOP SKILLS
A. Commission external audits when authorized by the Board of Trustees for their legal or contractual obligations AND perform an internal audit annually regarding the implementation of the Strategic Projects Plan during the previous fiscal year
B. Refine an evolving educational process for NATIONAL HEALTH as it encounters the market-place arenas for the Resources, Knowledge, and Human Dignity applicable to the visioning statement
